    The BSA II- Foreign Risk Specialist will primarily be responsible to assist with daily tasks to insure the Bank is in compliance with all BSA related regulatory requirements and laws in regards to foreign entities, foreign individuals, and OFAC compliance. The Foreign Risk Specialist will also support special projects under the guidance of the BSA Supervisor and BSA/Compliance Officer.


    The BSA II- Foreign Risk Specialist assists in the implementation and administration of all aspects of the Bank Secrecy Act program and assists with various assignments supporting the Compliance Program of the Bank, under the guidance of the BSA Supervisor and BSA/Compliance Officer. This position performs various monitoring pertaining to the Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering Program, OFAC, Customer Identification Program and Customer Due Diligence Program (Beneficial Ownership) compliance using industry standard and regulatory guidance to ensure the Bank’s compliance efforts are maintained on a daily basis. Assists the BSA/Compliance Officer and management in other areas of the Bank in ensuring department activities run smoothly and efficiently. The position of Foreign Risk Specialist is required to be fully knowledgeable and skilled in all areas of BSA compliance.


    The position requires a strong work ethic, the ability to prioritize and adapt to changing deadlines, advanced interpersonal skills, excellent communication, and the desire to work as a team to support the overall success of the Bank.
    The position also requires continuous exercise of judgment following broad guidelines. Ability to Identify and select complex choices of action where standard practices may not exist. Must be able to accommodate detailed work, problem solving, reasoning, presentations, analytical reasoning, training others and multiple concurrent tasks.

    Responsibilities

    • Performs all compliance functions necessary, within scope of authority and expertise to ensure all regulatory requirements are met
    • Monitor reports to identify trends, patterns and issues associated with money laundering and other suspicious transactions.
    • Responsible for ensuring Currency Transaction Reports (CTRs) and monetary instrument logs are received and filed within regulatory timelines.
    • Analyze AML software reports daily to detect & investigate potential suspicious activity, research accounts, coordinate with branch personnel and escalate any unresolved issues to management as necessary
    • Serve as a BSA Compliance resource by answering procedural and documentation inquiries from branch personnel regarding BSA/AML, OFAC, and CIP compliance regulations
    • Screen OFAC and 314(a) alerts and potential matches to ensure Independent Bank is not transacting business with individuals or organizations that have been identified by OFAC or FinCEN
    • Prepare and maintenance of work papers and reports related to each regulatory review, as well as, provide support and assist with annual BSA training, BSA reviews and audits, and implementation of new BSA compliance programs
    • Review, monitor, and follow-up on daily, quarterly, and yearly reports and audit findings
    • Monitor and track BSA/AML high risk customers and accounts
    • Responsible for daily, weekly, and monthly monitoring of the CIP Program to ensure compliance with regulatory requirements
    • Responsible for ongoing review and self-education of banking regulation changes related to BSA/AML, OFAC and the USA Patriot Act and notifying affected personnel of those changes in order to ensure the Bank is compliant with the regulation requirements
    • Coordinate and assist with the administration of and responses to all BSA related exams and audits and ensure all deficiencies are corrected in a timely manner
    • Assist with preparation and review of departmental policies and procedures
    • Assist with risk assessment review
    • Contribute to employee and Board member training program for BSA/AML and related regulations
    • Be knowledgeable of Independent Bank products, services, customers, geographic locations, and potential money laundering and terrorist financing risks associated with those activities
    • Demonstrate appropriate personal and interpersonal behavior, attitude, judgment, communication, and initiative when working with customers and Bank staff to ensure a high level of support to the overall management of the BSA program
    • Follow all instructions and perform other job related duties as required

    Qualifications

    • College degree or equivalent work experience required
    • 3+ years BSA experience required
    • Bilingual is preferred
    • Excellent computer skills with knowledge of MS Office required
    • Must be detail oriented with excellent documentation and writing skills.
    • Experience in operating office equipment required
    • Excellent interpersonal and communication skills are a must
    • Some travel required
    • Demonstrate general knowledge of Bank Secrecy Act and OFAC related responsibilities in the performance of daily operations to ensure adherence to bank policies and compliance with all regulatory requirements
